Water meter replacement: how often, who pays, and what else to do while the plumber is there

If the date on the seal attached to your water meter has expired, or you have received a notice about it from your water utility, there are two things worth clarifying. In Hungary, verification is required by law on a cycle that is currently 8 years for both the service-connection water meter and the subsidiary meter used for billing, while the replacement is arranged by either the water utility or the condominium association, depending on the type of meter. The replacement itself is quick, and since the service connection pipe is open anyway at the time, this is also a good opportunity to consider having an automatic shut-off valve installed.

  • The verification cycle is currently 8 years for the service-connection water meter and the subsidiary meter used for billing; this does not apply to subsidiary meters used only to divide costs internally.
  • The service-connection water meter is the utility’s property and responsibility, but responsibility for an in-apartment subsidiary meter varies by condominium association and water utility.
  • The water supply is interrupted briefly during replacement, and this is exactly when the diameter of the service connection pipe becomes clear.
  • Since the pipe is open, this is a good opportunity to assess the installation of an automatic shut-off valve, not just replace the meter.

What it means when your water meter’s verification expires

Verification is not the same as routine maintenance: it confirms that the meter measures the water flowing through it with the accuracy required by metrology regulations, and only an authorized organization can carry it out—not the household or condominium association at its own discretion. In practice, most people notice that replacement is approaching not by reading the wording of the law, but by checking the date on the seal attached to the meter: this is a small metal or plastic marker stamped or engraved with the year when the meter was put into service. If it has worn off, is illegible, or you simply can’t remember when the last replacement took place, you can find the exact date on your most recent bill or in your water utility’s customer portal; you don’t need to guess by looking at the meter.

How often must a water meter be replaced in Hungary?

A government decree lists the measuring instruments subject to mandatory verification and their corresponding cycles. Under its current wording, the verification period is 8 years for both service-connection and trunk-main water meters, and subsidiary meters used as the basis for billing (source: Government Decree 127/1991 (X. 9.), Annex 2). However, if the subsidiary meter in your apartment is used only to divide the shared water bill among residents of the condominium, and is not used as the basis for billing by the water utility, this periodic requirement does not apply to it. Since this cycle is set by law, the exact period may change over time, so it’s better to check the current wording of the decree or your water utility’s information before relying on any deadline.

Who arranges and pays for replacement: the difference between the main water meter and a subsidiary meter

The service-connection water meter is located at the end of the drinking-water service pipe, typically near the property boundary or in the water meter pit. The water utility installs and seals it when the service connection is established (source: Government Decree 58/2013 (II. 21.)). For this reason, it is the utility’s equipment and responsibility: they will notify you when it is due for replacement, and the work will be carried out by them or by a professional they appoint. The location of an in-apartment subsidiary meter used for billing and the related arrangements may differ, because this meter is not directly part of the service connection pipe, but of the internal network beyond it.

In a condominium: who should you contact?

In a multi-apartment building, replacement of subsidiary meters is typically arranged by the condominium’s representative or property manager, in accordance with the terms of the public utility contract with the water utility, so arrangements may vary from one building and utility to another. Rather than relying on a single general rule, it’s worth checking the contract or terms of service between the condominium and the utility. If they’re unclear, ask the condominium’s representative directly how the process works in your building, and which costs are paid by residents and which are covered by the shared maintenance fees.

What happens on site when the plumber replaces the water meter?

During the replacement, the plumber must briefly shut off the water on the service connection section while removing the old meter, installing the new one, and sealing it. There will be no running water in the apartment or house during this time, so it’s worth planning ahead if, for example, you were about to start the washing machine. The work also reveals the exact diameter of the service connection pipe, typically 3/4" or 1" (that is, DN20 or DN25), as this determines which fittings will be needed. If you ask about this size in advance or measure it yourself, it will be easier to discuss with the plumber everything they plan to do. This is one of the few times when the service connection pipe is actually open and accessible, which matters because anything else you’d like to address on this section is easiest to take care of now, rather than having to open the pipe again for a separate job years later.

Is it worth having an automatic shut-off valve or leak monitoring installed at the same time?

Since the pipe is already open because of the meter replacement, this is a practical time to ask the plumber to check whether an automatic shut-off valve can be installed on the same section, rather than having to open the service connection again for a separate job years later. One example is the Smart Whole House Water Leak Detector automatic shut-off valve, which, according to the manufacturer’s description—this is the manufacturer’s own claim, not the result of independent testing—has a built-in ultrasonic sensor that continuously monitors flow. If unusual water flow is detected, a motorized valve shuts off the supply, and a notification is sent to the accompanying app. The manufacturer includes adapters suitable for 3/4" and 1" diameter pipes, which matches the size you’ll find out during the meter replacement anyway.

The automatic shut-off valve is installed on the same service connection section that is opened during water meter replacement anyway.

It’s important to note, however, that a device like this detects unusual water flow and attempts to stop it, but this alone does not guarantee that no damage will occur before the valve closes. The manufacturer’s own instructions also recommend professional installation. If you’d like to review the steps in more detail before deciding, our guide to installing the valve and the usual range of plumber’s labor costs explain separately what to expect. If you’d rather first understand how detection and shut-off work together, our article on leak detectors and automatic shut-off valves provides a broader overview.

Water meter replacement is a routine event in itself: the verification cycle expires, the water utility or condominium association arranges for a new meter to be installed, and the process is completed within a few hours. However, the fact that the service connection pipe is open at the time gives you a one-off opportunity to consider whether there’s anything else worth having done at the same time, before the plumber closes the system again. If you don’t yet know exactly where your main shut-off valve is, our guide to finding the main shut-off valve will help you get your bearings before the plumber arrives.
